Border Road Organization is a multi-faceted, modern construction organization committed to meeting the strategic needs of the military. The role of the Organization is to develop and maintain operational road infrastructure in border areas and also contributes to the socio-economic development of border states.
It was built in 1960 to open roads through the difficult Himalayas in the northwestern and northeastern border areas of the country. Although for the basic purpose it is a road construction civil engineering organization, similar function as central or state disabled people but in that of Indian Army Corps of Engineers.
Builds and maintains roads in virgin areas where other civil works executing agencies cannot operate. The officers, supervisors and men necessary to maintain this Force come in part from the Armed Forces, especially the Corps of Engineers, and in part are signed up/enlisted on the open market exclusively for this force. Troops signed up exclusively for staffing roles of this organization are collectively known as the General Reserve Engineer Force, or ‘GREF’. Personnel drawn from other defense forces are considered to be in normal military service.
In other words, while the phrase Border Highway Organization refers to the department as a whole, ‘GREF’ is the name of the collective body of the former’s regular full-time employees, recruited, maintained and deployed, exclusively in the execution of BRO’s projects/jobs. only. Units Configuration
The lowest, most independent labor unit is called the Highway Construction Company, or ‘RCC’. Like a provincial PWD Division, an RCC is commanded by an officer with the rank of Executive Engineer or Major.

To help RCCs and BRTFs produce optimal results, the organization has certain common service units such as ‘Engineering Shop Supply and Transportation Company’ or for Construction Shop Acquisition, Storage, Issuance and Transportation; ‘Field Workshop’ or ‘Field Workshop Platoon’ for the maintenance and repairs of departmental vehicles and a variety of hill-cutting/road-building/maintenance machinery and base depots for storing reserve stocks of provisions and teams.
In addition, the organization has ‘GREF Pioneer Companies’, each of which has about 400 pioneers, who are the foot soldiers of the organization. They handle all sorts of manual tasks, which casual daily bets cannot otherwise run.
The Border Highways Organization also borrows a complement from Army Pioneer which are authorized and also firearms for security duties with movement of cash, confidential documents or VIPs. Most of GREF’s workforce is made up of roads and buildings. Recruitment in Border Road Organization
The recruitment of GREF officers is carried out by the Union Public Services Commission based on the head of the organization. Recruitment of various categories of GREF subordinates is done centrally by the GREF Commander, Center and Registries, located at Pune in Maharashtra. While the publicity of the vacancies in the cadres of officers is done by the UPSC through the main newspapers of the country, that of the subordinates is done by GREF Records inserting advertising in the newspapers.
Salaries and Bonuses in the Border Road Organization.
In terms of salaries and allowances, while the officers and staff of the services retain their respective original terms and conditions of the defense service, the GREF troops are governed by the Central Government salary scales.
Group insurance plans for employees, General Provident Fund, Housing rental subsidy, Government Allocation. Lodging, tips, etc. all are applicable to GREF almost on a par with other Central Government employees.
